CoG and Health Ministry ink landmark deal to revolutionize medical service delivery

The Ministry of Health (MoH) and the Council of Governors (CoG) on Thursday, April 24, 2025, signed an Intergovernmental Participatory Agreement with all 47 counties in a move aimed at transforming the country’s healthcare system and enhancing service delivery. 

According to a document signed by Health Cabinet Secretary (CS) Aden Duale after a consultative meeting chaired by Tharaka Nithi Governor Muthomi Njuki in Naivasha and a follow-up consultative session chaired by Nyeri Governor Mutahi Kahiga, the reforms which seek to revolutionize medical service delivery included digitization of all public facilities to fast-track the implementation of the Social Health Authority (SHA).

The document which was also signed by CoG Vice Chairperson Kahiga, showed that the county heads and the health ministry agreed to distribute 74,000 computers and tablets to each public health care worker across all counties to effectively enable them access to the relevant digital platforms with ease. 

With the disbursement of the tablets, the governors and health ministry agreed that the workers will be trained on digitization to effectively offer services to citizens.

Similarly, the Duale-led ministry announced that 315 Smart Primary Care networks will be established across the counties. 

The document also disclosed plans to introduce a dynamic, highly available and fault tolerant standards-based Health Information Exchange to provide centralized services and registries which will facilitate implementation of national health information management systems.

To fast-track the implementation of SHA, ⁠the health ministry agreed to build and maintain an electronic health insurance claims platform for all public facilities across all counties. 

Other agreements aimed at revamping the country’s healthcare system include the implemention of a pharmaceutical information system and logistics management information system(track & trace system) to increase accountability and availability of medical supplies and medicines in all health facilities. 

“I reaffirm the Ministry’s commitment to deepening partnerships with public, private and other stakeholders in delivering accessible, quality healthcare,” Duale said in a statement shared alongside the document.

The ministry and governors also agreed to implement a drug order management system to enable facilities to order  drugs and consumables online from KEMSA and implement a national emergency response service platform that will enable emergency data to be securely shared and Kenyans to order ambulances from comfort of their phones. 

They further assented to the implementation of a national telemedicine platform that allows citizens to book their appointments, access their personal records and get virtual consultations placing them at the centre of the health ecosystem.
