Inspector General of Police Douglas Kanja on Monday, April 28, 2025, hosted a Chinese delegation at his Jogoo House office in Nairobi.
The National Police Service (NPS) in a statement shared via social media said that the Chinese delegation was led by Liu Guozhou, Vice Governor of Guangdong Province and Director General of the Guangdong Provincial Department of Public Security.
Their discussions, NPS says, focused on areas of mutual concern. This included cooperation in counter-terrorism, cybersecurity, drug trafficking, human trafficking, and transnational organised crime.
“Inspector General of Police Mr Douglas Kanja today hosted a Chinese delegation at his Jogoo House ‘A’ office. The delegation was led by Mr Liu Guozhou, Vice Governor of Guangdong Province and Director General of the Guangdong Provincial Department of Public Security. Discussions focused on areas of mutual concern, including cooperation in counter-terrorism, cybersecurity, drug trafficking, human trafficking, and transnational organised crime,” the statement read in part.
Kenya-China collaboration
During the meeting, Guozhou is said to have expressed his gratitude to NPS for the sustained collaboration and assured the IG of China’s continued support.
The meeting comes days after President William Ruto concluded his state visit to China.
Kanja also provided insights into the NPS’ ongoing transformational agenda, emphasising the need to leverage technology to enhance efficient and effective public service delivery.
Chinese government’s support
Moreover, IG Kanja expressed gratitude for the Chinese government’s support, highlighting its role as a key security partner—particularly in training, equipment provision, and infrastructure development.
Part of the Chinese delegation were the Deputy Director General of Guangdong Provincial Department of Public Security Huang Guoihui, Deputy Director of Political Division of Guangdong Provincial Department of Public Security Li Zhixiong, Director of International Cooperation Division of Guangdong Provincial Department of Public Security Yan Bo, Deputy Director of General Office of Guangdong Provincial Department of Public Security Li Pengcheng, and Section Chief of International Cooperation Division of Guangdong Provincial Department of Public Security Liang Zhaodong.
The Kenyan delegation in the meeting included the NPS Secretary Administration/Accounting officer Bernice Lemedeket, Director of the Directorate of Criminal Investigations (DCI) Mohamed Amin, Principal Deputy to the IG Mathew Kutoh, Principal Deputy to the DIG-KPS Patrick Tito, Principal Deputy to the DIG-APS Masoud Mwinyi, and Director of Corporate Communication and Spokesperson Muchiri Nyaga.
