The Independent Policing Oversight Authority is pursuing 36 officers over their conduct during the June 2024 protests, which Gen-Z largely led.
In response to the BBC documentary dubbed Blood Parliament, out of the 60 deaths recorded during the protests, IPOA disclosed that it had completed 22 investigations.
Through a statement issued late Monday night, April 28, 2025, IPOA chairperson Ahmed Issack Hassan added that two cases are currently before the court.
“As part of its mandate to safeguard the public interest in policing, and in response to the BBC documentary ‘Blood Parliament‘, which underscores the need for public information on IPOA’S efforts to hold the police accountable in the course of expending their mandate, the Authority takes this opportunity to update the public on its investigations into various incidents observed during the demonstrations and the steps being taken to facilitate justice for the victims,” the statement read in part.
“So far, out of the 60 death cases registered with IPGA, the Authority has completed 22 investigations, is actively pursuing 36, and has 2 cases currently before the courts,” it added.
Of the completed investigations, 8 are under final internal review, the final stages of report writing before submission to the Office of the Director of Public Prosecution (ODPP) for independent review; 2 were closed internally; 4 have been forwarded to the ODPP for review; and 3 were closed following ODPP directives, IPOA further explained while listing all the victims and investigation status.
Non-cooporation
In the statement, IPOA lamented over instances of non-cooperation from the police and some witnesses, arguing that it had hampered progress in some cases.
“The Authority also observed instances of non-cooperation from both police officers and witnesses, which has hampered the progress of some investigations. Nevertheless, the board is actively engaging the police command to address this challenge and ensure justice for all victims,” IPOA decried.
However, Issack Hassan made it clear that IPOA will make appropriate recommendations to any officer found culpable.
“On a case-by-case basis, if culpability is found, IPOA will make appropriate recommendations to the relevant state agencies and update the public on its findings upon conclusion of its investigations.”
BBC documentary
The investigative piece, which was published on April 27, 2025, is titled ‘Blood Parliament’ and in it, the BBC analysed more than 5,000 images as the broadcaster sought to revisit the bloody scenes that unfolded after thousands of protesters clashed with the police as they stormed the city and boldly marched into Parliament.
The British media house analysed thousands of photos and videos before establishing what transpired at the height of the protests.
The report revealed that, in those tense minutes, as gunshots ruled the air the the smell of blood swept Parliament, David Chege, a 39-year-old software engineer and Sunday-school teacher, and Ericsson Mutisya, a 25-year-old butcher, were shot dead.
