The Organized Crime and Corruption Reporting Project (OCCRP) recently announced President William Ruto of Kenya as the second most corrupt leader globally in its 2024 “Corrupt Person of the Year” awards.

Ruto received over 40,000 nominations—more than any other individual in OCCRP’s history. And this highlights frustrations over corruption, youth unemployment, and the contentious finance bill.

Despite this overwhelming public outcry, Ruto did not take the top dishonor.

The judges awarded the title to ousted Syrian leader Bashar al-Assad, citing his “far-reaching and devastating impact” through human rights abuses, criminal networks, and corruption.

What Is OCCRP and Who Funds It?

OCCRP, founded in 2006, is a global network of investigative journalists focused on uncovering organized crime and corruption. It works in over 30 countries with more than 150 journalists.

However, its funding has raised questions about independence.

By 2023, 70% of OCCRP’s budget came from government sources, with the U.S. contributing 52%—about $47 million since OCCRP began. Smaller contributions come from the European Union and countries like Britain and Sweden.

The organization also gets support from philanthropic groups and private donors. While OCCRP leaders admit concerns about influence, they argue that government funding is crucial for their work in areas heavily affected by corruption.

Doing the Lord’s Work against Corruption

OCCRP’s awards shine a light on people and systems that fuel corruption and organized crime.

This year’s nominations show how much the public wants accountability and transparency. The overwhelming number of nominations for President Ruto sends a clear message: people are paying attention and demanding change.
